Jason L. Frazer
Jason L. Frazer provides strategic advice to his clients using his decades of experience. He works with his clients to understand their needs in order to provide personalized solutions, taking into consideration desired outcomes, budget, and timelines. Jason’s practice focuses on corporate transactions, private equity raises, and serving as outside or fractional general counsel to his clients.
Before founding Frazer + Blase, Jason practiced within an international firm steering private‑equity and M&A transactions while serving on the executive committee and managing the Houston office. Prior to that, Jason was a partner in a local firm where his practice included complex litigation and corporate transactions. Jason’s entrepreneurial nature has led him to found and operate multistate logistics companies, co-found Net Zero Holdings (advancing decarbonization strategies worldwide), and serving as Chief Strategy Officer at Circon Energy, LLC (a global renewable energy project developer).
Jason holds a J.D. from South Texas College of Law and a B.S. in Computer Science & Mathematics from the University of Montana. He is licensed to practice law in Texas and New York and admitted to multiple federal courts.
Kristie M. Blase
Kristie M. Blase is a trusted and effective advisor with two decades of legal experience. She provides her clients with clear advice to address complex issues. Kristie works with her clients to understand their goals and holistically address their legal needs. Her practice includes a broad range of corporate and business law, regulatory advice, risk management, compliance, and serving as outside or fractional general counsel to clients in a range of industries. Kristie’s background in complex commercial litigation, white-collar and securities enforcement, and internal investigations guides her advice to clients.
Prior to Frazer + Blase, she was a partner at a boutique litigation firm in New York and chaired the Global Regulatory Group of an international law firm, guiding public and private companies through cross‑border investigations and high‑stakes disputes. Kristie’s track record includes preparing successful multi-million dollar capital raises, securing no‑action outcomes for clients at the SEC and DOJ, and leading companies through global anti‑corruption investigations.
Named a New York Super Lawyer (2020–2026), Kristie earned her J.D. with honors from The George Washington University Law School and holds a B.S. in Engineering from the University of Maryland. Kristie is licensed to practice law in New York and Texas and admitted to multiple federal courts. She was appointed Chair of the New York City Bar Association’s Professional Responsibility Committee in January 2026.
Hope Garner
Hope Garner is an attorney with over 25 years of experience, dedicated to helping entrepreneurs build legally sound, scalable businesses. She provides strategic counsel in business formation, contracts, trademark protection, risk prevention, and outside or fractional general counsel. Hope began her legal career in litigation, where she developed sharp courtroom skills, strategic thinking, and a deep understanding of how legal mistakes can have lasting consequences. After decades of litigation experience, she transitioned her focus to helping businesses prevent legal problems before they arise.
Hope served as a university professor teaching business and employment law. Her academic background allows her to break down complex legal concepts into practical, actionable guidance that business owners can actually use. Clients value her ability to combine legal precision with clear communication and strategic insight.
Known for her strategic mindset, straightforward advice, and commitment to excellence, Hope partners with clients as both legal advisor and business ally. She earned her J.D. at South Texas College of Law and a B.B.A. from Baylor University. Hope is licensed to practice law in Texas and is a member of various professional organizations, including the Montgomery County Bar Association, The Woodlands Bar Association, and the Walker County Bar Association, where she is a past president and vice president.
